DCA MEETING MINUTES March 26, 2011
The meeting was held at Jesse & Sheila Dize’s house, 198 Point Pleasant Road, from 10am to noon

TREASURER’S REPORT Beginning of year we had $2200 then took in another $2300 in dues. Membership List and Dues Paid List was distributed Last year, we gave $400 to Hughlett Point and $200 to Shiloh school. We all agreed to probably do the same thing again this year inviting representatives to the picnic. Will sent detailed report to board.
NEWSLETTER Issue date: June 1st (later this year) Send email for any contributions to Jesse. He will keep it to two pages (front and back of one page. We will have a blurb on Bluff Point stating that the membership is split on pro vs. con for the development so DCA is not taking an official position, although individuals that also happen to be DCA members are active in attendance to meetings, etc.
GENERAL DISCUSSION Will is collecting historic information of Dividing Creek with an eventual booklet in mind. He asked about the Stringfellow Fish Factory and said here was a Union.gunboat captured on Dividing Creek in civil war. Marcus Key did research (Christ Church); June Turney said there was a Tobacco warehouse at Natty Point.
BLUFF POINT DEQ Piedmont Office shows permit documentation discrepancies on behalf of the developer that has not been remedied for years. DEQ is not happy with them. The Problem in getting areas designated for protection of Tiger Beetles or anything else is that it is limited to small areas and certain times per year and would not stop the process. Hughlett Point was different case because it’s a smaller area.
WATERWAY SAFETY Helen will bring brochures regarding waterway safety to the, 50 and under signed card boating safety course 20 and under for PWC Bringing waterways brochures to the picnic
PICNIC June 18th @ Virginia Kelley’s Jesse will ask Hitch if he will lead the roadway cleanup before the picnic and oyster roasts (9am to ?). We will have a request for participation in road cleanup in newsletter.
We will have 50/50 raffle tickets ($2 a ticket or 3 for $5) to raise money to support the water quality monitoring. Will has the tickets and Don Bowser will have card table at events to sell tickets. The cooking will be done with Val’s equipment (including mega-cleavers). Cooking starts at 9am, and chopping starts around 12 noon. Jesse will distribute list of who will provide what. We will need 2 coolers, one for chicken and one for pork. Board members will help in the cooking and prep. Will will write check to Val to cover costs.
We need volunteers to help clean up after events and will have appeal to membership in newsletter.

WATER QUALITY Skip Kramb distributed report and financial information to the board including projected financials. DCA received a grant for $4000 with $159.25 left from last year. June - July timeframe, more money will be needed to continue to fund program ($150 to $200) A motion was carried to give $200 toward Water Quality Monitoring when needed and then use the money from proceeds of raffle to replenish the funds.
Personal water quality measurement:“$30 measure water quality from your dock” Monthly. Helen will look into any issue that might interfere with our grant money if we use our equipment for “commercial” use.
Helen Kelley will continue grant proposal writing with Skip Kramb’s input. PUBLICITY DCA needs to have more of a presence in local news. Rappahannock Record charges nothing and will sometimes send a reporter to create article for us. Helen will write something up and also give “Aubrey” a call. A notable point is that this is the third year of grant awards from the State, with which updated water monitoring equipment was procured.

*** Missing DCA Mailings
Have you been getting all of your DCA Email or Mail? If you have not we need to know in order to fix the problem. If you have you changed your email address, mailing address (moved, changed from street to P.O. address etc) you MUST NOTIFY US of your ADDRESS CHANGE for you to continue to get your Mail and/or Email. The Association Secretaries and your Webmaster report they have received numerous reports from DCA Members missing Mail and/or Email Information. They also report they receive numerous Email Postmaster Messages indicating your Email Account is either unreachable or nonexistent. YOU MUST INCLUDE DCA IN YOUR SPAM BLOCKER/FIREWALL SETTINGS! We really do want to keep you informed of our activities.
